While very active as a newspaper of political analysis, Kokkai also enjoyed a reputation for its literary pages with names like Koda Rohan, Ishibashi Ningetsu, Saito Ryokuu, and Morita Shiken on its staff. It kept so aloof from mundane affairs, however, that it failed to secure an adequate readership and ceased publication in 1895 ending with its 1504th issue.
